A project for deposit development is a set of documentation that includes technical and economic calculations and justification of the feasibility of applying the approved design solutions regarding the volumes of production, justification of the approved production norms, the necessary equipment for its capacity, the necessary expenses for the employees’ salaries and training, costs for fuel and lubricants and other consumables, water supply, electricity, deposit overburden, mining and reclamation operations etc. Such a project must contain a set of drawings and maps that will reflect detailed information about the facility and the approved solutions.

Such project is drawn up for the purpose of ensuring the rational use of subsoil, compliance with safety at high-risk facilities and optimization of subsoil user costs during development of the deposit.
Deposit Development Projects are regulated by the Mining Law of Ukraine, the Subsoil Code of Ukraine, the Law of Ukraine on Labor Protection, the Unified Rules for the Protection of Subsoil during the Development of Mineral Deposits (NPAOP 00.0–1.01–85), Instructions for Performance of Surveying Works (NPAON 74.2–5.01–85) and other norms for the design of deposits.
Such projects are prepared by specialized organizations and approved by the expert and technical centers of the State Labor Service.

What is the main purpose of such project?
The field development project is drawn up on the basis of approved reserves of minerals. In order to begin work on drawing up a field development and reclamation project, the subsoil user must obtain:
– approve the reserves in the State Commission for the Preservation of Mineral Resources of Ukraine;
– a special permit for the use of subsoil;
– a document for the right to use the land plot with its correct intended purpose;
– an environmental impact assessment conclusion.
Regulatory documents and instructions in accordance with which projects are drawn up:
– Code of Ukraine On Subsoil (Vedomosti Verkhovnoi Rada of Ukraine (VVR), 1994, No. 36, Art. 340);
– Mining Law of Ukraine (Verkhovna Rada of Ukraine Journal, 1999, No. 50, Art. 433);
– Law of Ukraine on Labor Protection (Vedomosti Verkhovnoi Rada of Ukraine (VVR), 1992, No. 49, Art. 668);
– REGULATIONS on the design of mining enterprises of Ukraine and the determination of mineral reserves by the degree of readiness for extraction (Registered in the Ministry of Justice of Ukraine on July 7, 2004 under No. 846/9445;
– RULES for the performance of surveying works during the development of ore and non-ore deposits.
