Why is an environmental impact assessment conducted?
An environmental impact assessment (EIA) is conducted to determine the potential environmental consequences of a planned activity or project. It helps to identify, assess and reduce negative impacts on the environment, ensuring compliance with environmental standards and regulations.
What are the stages of an environmental impact assessment?
An environmental impact assessment (EIA) consists of several stages:
Screening – determining whether a planned activity is subject to a mandatory environmental impact assessment. This is the stage at which it is checked whether an EIA is required for a specific project.
Project description– at this stage, the main characteristics of the project are drawn up, including a description of the activity, its objectives, location and potential environmental impacts.
Impact forecasting – analyzing and forecasting the potential environmental, social and economic impacts of the project on the environment.
Impact assessment – determining how significant the potential environmental impacts are and their possible scale.
Preparation of an EIA report – creating a detailed document that contains the results of the impact assessment, proposed mitigation measures, and management and monitoring plans.
Public consultation – conducting public consultations to ensure the participation of stakeholders in the EIA process and to take into account their comments.
Decision of the authority – based on the EIA report and the results of the consultations, a decision is made to allow or refuse the project.
Monitoring – after the project is implemented, its environmental impact is monitored to ensure the effectiveness of the environmental protection measures taken.
What regulatory documents regulate Environmental Impact Assessment?
Environmental impact assessment is regulated by a number of regulatory documents, including:
1. The Law of Ukraine “On Environmental Impact Assessment” – the main law that defines the procedure and requirements for EIA.
2. State Building Regulations (SBN) – establish requirements for design and impact assessment.
3. Other legislative acts – may include specific areas, such as environmental legislation, laws on the protection of water, air, land, etc.
It is also important to consider international agreements and obligations that may affect national practice.
